I choose to limit framerates to 144 to match my monitor because it lowers my GPU temps from ~80 C to ~60 C-why beat up my hardware for performance I won't really notice? Vulkan doesn't work well for me but as you can see I don't need it right now, but I am sure it works wonders for older/weaker hardware. Running 30 fps while idling in game means something is not set up correctly in the display options. I agree with dOBER-I run a 6850k CPU and GTX Titan X GPU (slightly weaker CPU to 8700k and equivalent GPU to 1080Ti) and without limiting framerates I run 400-4p on DX11. ISSUE IS FIXED Not sure if the latest patch fixed the issue for me, or it was something else, for some reason my poe.exe 32 bit, in my steam folder was on compatibility mode for win7, may have been due to the upgrade to windows 7. Streaming doesnt count at all because with x264 you lose 0 fps and with nvenc maybe 5-10fps. For real comparison i get arround 450fps with same resoltion, same settings and nearly same hardware on dx11 in my hideout. 8700k and 1080ti but he cant even old 30fps in his hideout with dx11 (while only on high settings without global illumination). I'm not sure what that is, I have direct x12 and windows 10. I plan to put a couple hundred bucks into it in the near future. Like Fallout 4 and mass effect Andromeda for example. It is just now starting to show its age, as most of the newer games I have to play on low settings. I built my cpu like about 7 years ago and it has treated me very well over the years.
